Esther Eghobamien-Mshelia retired Director, Women and Gender Affairs in the Federal Ministry of Women Affairs and Social Development Nigeria and was also former Head of Gender for the Commonwealth Secretariat. She led the Country team in the implementation of the National Action Plan (NAP) on United Nations 1325. Her functions as team leader are fundamental to the delivery of the National Gender Policy in concert with a wide range of stakeholders.

In her years of policy analysis and gender activism, Esther has acquired significant global and Country level experience in Gender Equality, Women’s Empowerment Programming and policy reform. At the Commonwealth Secretariat, she had key responsibility of working with member Countries in the implementation and monitoring of progress towards MDGs through advocacy, research, policy reform especially as relates to the Commonwealth Plan of Action on Gender Equality. She is experienced in mainstreaming gender for results in a wide range of sectors including Peace and Security, Governance, Financial Inclusion, Strategic Planning and Budget Systems. Hitherto Esther worked as Country Gender Advisor for the Canadian International Development Agency (CIDA) Nigeria Program.

Esther is a graduate of the University of Ibadan and University of Washington Graduate School of Public Policy. She is a prestigious Fellow of the Hubert Humphrey, Eisenhower and Aspen Institute
